The establishment of the unit studio educational within the Public Authority for Applied Education and Training in the College of Basic Education, one of the important objectives that seek descriptive study to be presented, and therefore the primary objective of this study provide many theories descriptive on the provision of the main axes on the definition of the importance of the studio educational components of the television educational and movies educational and satellite as part of the axis of the educational role of the Public Authority for Applied Education and training in Kuwait, and the role of the College of Basic Education in this regard.
And comes in the framework of an integrated explanation of the components of the educational components of the main elements of the education studio, especially with regard to the following points:

 Through the study provided the researcher recommends the following actions:
- Processing of the building equipped technically appropriate to the nature of the educational work of the studio, including rooms' montage and sound insulation and lighting.
- Expedite the provision of appropriate hardware in the studio educational including imaging devices - lighting - Montage - Audio - electrical wiring - backup power generators - electronic computing devices, devices video tutorial special offer, registration and conservation.
- Subscribe via local TV channel to display the hours of study for students of Applied Education Authority.
- The use of local and international expertise in the creation of the former studio of education in universities.

يعد إنشاء وحدة الأستوديو التعليمي داخل الهيئة العامة للتعليم التطبيقي والتدريب في کلية التربية الأساسية أحد الأهداف الهامة التي تسعى الدراسة الوصفية لتقديمها، وبالتالي فإن الهدف الأساسي من هذه الدراسة توفير العديد من النظريات الوصفية بشأن تقديم المحاور الأساسية حول تعريف أهمية الأستوديو التعليمي ومکوناته من التليفزيون التعليمي والأفلام التعليمية والأقمار الصناعية وذلک في إطار محور الدور التربوي للهيئة العامة للتعليم التطبيقي والتدريب في الکويت، ودور کلية التربية الأساسية في هذا الصدد.
ويتأتى ذلک في إطار شرح متکامل لمکونات المکونات التعليمية الرئيسية لعناصر الأستوديو التعليمي، وخاصة فيما يتعلق المحاور التالية:

يتضح من خلال الدراسة المقدمة الأهمية الکبيرة لضرورة تطبيق الأستوديو التعليمي داخل الهيئة العامة للتعليم التطبيقي والتدريب، وبوجه خاص داخل کلية التربية الأساسية ويعد قسم تکنولوجيا التعليم هو الجهة المختصة القادرة على وضع المعايير والأسس الفنية والتقنية لإنشاء الأستوديو التعليمي في الهيئة.
-       کما يتضح من خلال الدراسة الوصفية أن الأستوديو التعليمي يتکون من وحدات متکاملة تشمل کل من الأستوديو التعليمي، ووحدات لإنتاج الأفلام التعليمية، وتجهيزات تقنية متعددة تعتمد على أجهزة الحاسبات والتجهيزات الأخرى.
ومن خلال الدراسة المقدمة يوصي الباحث بالإجراءات الآتية:

یعد إنشاء وحدة الأستودیو التعلیمی داخل الهیئة العامة للتعلیم التطبیقی والتدریب فی کلیة التربیة الأساسیة أحد الأهداف الهامة التی تسعى الدراسة الوصفیة لتقدیمها، وبالتالی فإن الهدف الأساسی من هذه الدراسة توفیر العدید من النظریات الوصفیة بشأن تقدیم المحاور الأساسیة حول تعریف أهمیة الأستودیو التعلیمی ومکوناته من التلیفزیون التعلیمی والأفلام التعلیمیة والأقمار الصناعیة وذلک فی إطار محور الدور التربوی للهیئة العامة للتعلیم التطبیقی والتدریب فی الکویت، ودور کلیة التربیة الأساسیة فی هذا الصدد.

Discussion

The establishment of the educational studio unit inside the Public Authority for Applied Education and Training in the College of Basic Education One of the important objectives that seek descriptive study to be presented as a product essential to the research outputs submitted.

Where the studio is one of the major tributaries of the educational and scientific information provided important educational for both faculty and students through the educational process in order to raise the level of scientific and technical skills and education for each of them.

Hence, the main problem of the study consists where there is no studio tutorial in the Public Authority for Applied Education and Training, as there are no previous studies made on this matter this important.

The aim of this study thus provided mainly to provide several themes and descriptive theory concerning the submission of basic knowledge about the definition of the educational role of the Public Authority for Applied Education and Training in Kuwait, and the role of the College of Basic Education in this regard.

With an explanation of the components of educational components of the studio, especially with respect to the following axes:

- Educational Television
- Educational films
- Educational channels
- Production Tutorials
- The educational components of the studio [1]

As part of the study provided keen researcher on the use of descriptive analytical approach in the provision of elements and components of the study provided

- Rehabilitation of the human elements and develop their capacities to cope with the new change in the field of education technology

- Raise awareness of electronic information to build a culture of community, with an emphasis on national identity

- Government's cooperation with the private sector and civil society to create a general framework and the development of policies and laws that support the development of technology education in the knowledge society

- Moving the State of Kuwait to the development of the relationship between education and technology concepts through education:

1 - Change the education curriculum to align them with the new concepts of the knowledge age, and awareness of global variables

2 - Application of concepts and new methods to obtain information such as electronic libraries and create a studio and educational applications educational television network and application of scientific and technological research, as well as the concept of electronic distance education and lifelong learning

3 - Improving advanced education in the field of information and communication technology for professionals with high skills and disciplines in this area

Public Authority for Applied Education and Training

Consequently, the Public Authority for Applied Education and Training seeks to achieve its mission and strategic, which provides the firm belief that the human being is the most important wealth must be invested and walk it forward towards achieving the goals, and the trend to communicate on an ongoing basis with the labor market and exploring new disciplines needed by her community  [8]

College of Basic Education [9]

The College aims to prepare teachers qualified academically and professionally for the primary stage, as well as the preparation of kindergarten teachers, also aims to set up parameters for the intermediate and secondary schools in the disciplines of home economics and interior design, electricity, and also prepare graduates and alumni to provide educational services, such as specialist libraries and learning techniques and includes college scientific Departments of the following:

(Islamic Education, Mathematics, electricity, kindergartens, educational technology, computer, science, art education, library and information science, home economics, special education, Arabic language, physical education and sports, interior design, music education, English language) etc.

Educational technology in the universities

The university, for its part claims resulting from confronting the growing demand for university education of the society as it faces the challenge of preparing a new quality of graduates of contemporary society, so they bear in mind the rehabilitation of graduates at a high level of efficiency to cause the development of a full and comprehensive peace in the educational process  [11]

Therefore, the television programs teaching is a learning resource important in the educational process, and due to its image of the television program of the many advantages is the show to continue the movement and the emphasis on the tasks of the stages and the explanation and clarification and create alternatives to reality and visual representation of reality abstract  [12]

It also resulted in the development of computers and the advent of the World Wide Web (Internet) to put the world in front of a new revolution in the field of education, and opened a wide range of new types of education such as open learning and distance education [13]

Choosingthe foundations ofteaching aidsinuniversities:
